Partners and children of Europeans: the family card in Barcelona

When an EU citizen settles in Spain, a husband, wife or registered partner from outside the EU, and their children or dependent parents, can live here under EU rules too. They skip the ordinary immigration route and apply with form EX-19 for the EU family card, the tarjeta de familiar comunitario.

§1Who it covers

The card is for relatives who are not EU citizens themselves: a spouse or registered partner, children under 21 or older and dependent, and dependent parents. The EU citizen must be registered in Spain, or register in the same period.

§2The file

  • Form EX-19, completed and signed by the applicant
  • The applicant’s passport and a photocopy
  • Proof of the relationship: a marriage, partnership or birth certificate, with an apostille or legalisation and a sworn Spanish translation if it was issued abroad
  • Your EU relative’s registration certificate and passport or ID
  • Proof of dependency, where the relationship requires it
  • Proof that the 790-012 fee is paid
  • One recent colour photo

§3A card, with fingerprints

Unlike the green certificate, this is a photo card with fingerprints. Applying, giving fingerprints and collecting the card can take more than one appointment, and the resolution sets how long the card is valid.

Questions on this entry

Can we apply at the same time?
The EU citizen can register while the family member applies; each has their own form and appointment. Bring the EU citizen’s certificate if it already exists.
Can the family member work with this card?
Yes. Holding the EU family card means you may also work in Spain, as an employee or on your own account.
Our marriage certificate was issued outside the EU. What do we do with it?
Foreign civil documents usually need an apostille or legalisation and a sworn translation into Spanish. Start with this: it is the slowest part of the file.
