The EU registration certificate, or green NIE, in Barcelona

Anyone with an EU, EEA or Swiss passport who stays in Spain beyond three months has to register as a resident. What they receive is a green certificate of registration, the certificado de registro UE, which carries the NIE and which everyone calls the green NIE. In Barcelona it is issued at Rambla Guipúzcoa.

§1Who needs it

Is Barcelona now home, because you work here, study here or have moved with means of your own? Then this certificate is how you register as a resident. A white NIE certificate you obtained earlier does not count as registration, but its number moves onto the green one.

§2The file

  • Form EX-18, every box completed, signed at the bottom
  • An identity document in date (passport or national ID), photocopied
  • The Modelo 790 código 012, paid
  • Proof of your situation: an employment contract or social security registration, registration as self-employed, enrolment at a school or university with health cover, or proof of sufficient resources with health insurance
  • Your cita previa confirmation

§3The padró question

Barcelona International Welcome, the city’s service for newcomers, notes that the padró is generally not required for the registration certificate, unless your address differs from the one you gave before, on an earlier white NIE for example, and that some officers may still ask for it. Registering on the padró first takes the doubt away.

§4After the appointment

The certificate has no photograph, so carry it together with your passport or national ID: the two prove your residence as a pair. It is the document employers, banks and the health system will ask to see.

The police counters in Barcelona

Offices of the Policía Nacional, not ours: you go there for the appointment itself.

Questions on this entry

Do I need a job to register?
No. Work is one route; study with health cover, or sufficient resources with health insurance, are others. The proof you bring has to match the route you declare.
I already have a white NIE certificate. Do I start from zero?
You keep the number, which the green certificate carries. You still file the EX-18 and attend an appointment.
Can a UK citizen get the green certificate?
Not any more: since Brexit, UK citizens are non-EU nationals. Britons who were settled here before Brexit hold a TIE under the Withdrawal Agreement.
