Rambla Guipúzcoa, Passeig de Sant Joan, Carrer de Mallorca: which office is yours

EU, EEA and Swiss citizens go to Rambla Guipúzcoa 74; non-EU citizens who do not live in Spain get their NIE at Passeig de Sant Joan 189; finished TIE cards are collected at Carrer de Mallorca 213. Barcelona has no single NIE office, and an appointment at the wrong one is a morning lost. Here is what the official listings say about each, with their sources.

§1Rambla Guipúzcoa 74: EU citizens, and TIE issuance

The Oficina de Régimen Comunitario issues EU registration certificates, assigns NIE numbers to EU citizens who are not resident and handles autorizaciones de regreso, by cita previa. The same listing places the Oficina de Régimen General at that address, for the issue of TIE cards to non-EU citizens.

The Ajuntament’s city guide lists the office as Rambla Guipúscoa 72-74, in the Sant Martí de Provençals neighbourhood of the Sant Martí district, open on weekdays between 9:00 and 14:00, in person with cita previa. We found no official page naming a metro station or bus stop for number 74, so plan the trip with the map link.

§2Passeig de Sant Joan 189: non-EU citizens who do not live here

At Passeig de Sant Joan 189, the Brigada Provincial de Extranjería y Fronteras assigns NIE numbers to non-EU citizens who are not resident and issues residence certificates to non-EU citizens, on weekday mornings from 9:00 to 14:00.

A how-to-get-there sheet published by the Universitat Politècnica de Catalunya for its incoming students lists metro line L4 at Joanic, and buses 15, 20, 39, 45, 47, 55, 114 and 116, for this address.

§3Carrer de Mallorca 213: collecting a TIE

On the corner of Carrer de Mallorca and Enric Granados, in the Eixample, the Brigada hands finished TIE cards to non-EU citizens. You come here after the fingerprint appointment, once your card is ready, if it was processed in the city.

§4The Oficina de Extranjería is something else

The Delegación del Gobierno runs its own Oficina de Extranjería, which handles residence and work authorisations, at Passeig de Sant Joan 189-193 (Sede 1) and Carrer de Múrcia 42 (Sede 2). Its page states that EU registration certificates, TIE cards and NIE assignments for EU nationals are done at Policía Nacional stations, exclusively by cita previa. Same street, a different administration.
